Low-Income Household Water Assistance Program

The Low-Income Household Water Assistance Program (LIHWAP) is a temporary water assistance program designed to assist low-income households in meeting their immediate water and wastewater needs. For water and wastewater assistance, those who have been disconnected or are at risk of having their service disconnected are prioritized. 

If you are interested in applying for assistance through LIHWAP and have not received CEAP assistance from EOAC this year. applications can be downloaded by clicking here. If you have a utility assistance application on file for the current program year , no new application is needed. Current program year clients will only need to submit their current water bill and 12 month billing history. 

If you have already received as assistance under LIHWAP,  you are not eligible to reapply for assistance until 90 days have elapsed since the last date for which LIHWAP assistance was received. 

Eligibility Requirements:

  • Applicant must be a resident of Bosque, Ellis, Falls, Freestone, Hill, Limestone, McLennan, or Navarro counties. 
  • Household must be at or below 150% of  Federal Income Guidelines

EOAC must have a signed agreement in place with your water service provider in order for assistance to be granted.
