Low-Income Household Water Assistance Program

The Low-Income Household Water Assistance Program (LIHWAP) is a temporary water assistance program designed to assist low-income households in meeting their immediate water and wastewater needs. For water and wastewater assistance, those who have been disconnected or are at risk of having their service disconnected are prioritized.


If you are interested in applying for assistance through LIHWAP and have not received CEAP assistance from EOAC this year. applications can be downloaded by clicking here. If you currently have a PY22 application on file with EOAC for utility assistance, no new application is needed. Current program year clients will only need to submit their current water bill and 12 month billing history. 

Eligibility Requirements:

  • Applicant must be a resident of Bosque, Ellis, Falls, Freestone, Hill, Limestone, McLennan, or Navarro counties. 
  • Household must be at or below 150% of  Federal Income Guidelines

EOAC must have a signed agreement in place with your water service provider in order for assistance to be granted.
