The Economic Opportunities Advancement Corporation of Planning Region XI is a private non-profit organization, chartered by the State of Texas on April 25, 1966. The purpose for which the agency was created is to implement and carry out the provisions of the Economic Opportunity Act of 1964. This act recognizes that the United States can achieve its economic and social potential as a nation only if every individual has the opportunity to contribute to the full elimination of poverty in McLennan, Bosque, Freestone, Limestone, Hill and Falls Counties. This is done by opening to everyone the opportunity to work, live in decency and dignity; and to strengthen, supplement and coordinate other efforts in the six counties.

REQUEST FOR PROPOSAL BANKING SERVICES
EOAC is seeking proposals from qualified banking institutions to provide various banking services for a period of three years with option for two additional years, not to exceed five years. Please click the link above to view the full request.

REQUEST FOR PROPOSAL WEBSITE DESIGN, DEVELOPMENT & HOSTING
EOAC is accepting proposals to design, develop, and host the Agency's website. This RFP is dated May 16, 2012, and is available to download here. Proposers may also request a copy be sent via email by contacting rjnix@hot.rr.com or can be sent via US Post by contacting Ruby Minnit at 254-753-0331. Proposals are due no later than 12:00pm/noon CST, Wednesday, June 13, 2012.

Currently, E.O.A.C. administers six major services which include:
Waco Charter School
The Waco Charter School is based on the philosophy that all students can learn and become master students and that education lasts a lifetime. The goal of the Charter School is to provide a quality education for every student, to the extent that each student has the skills, knowledge, and values needed to become productive and contributing citizens. The comprehensive school plan includes all areas of academic curriculum
Community Programming
Community Programming was designed to meet the increasing need for emergency aid and resource referral. This EOAC component intervenes to keep families from being displaced and to help families reach self-sufficiency.
Services are provided through programs such as the Comprehensive Energy Assistance Program, Heating and Cooling, and the Emergency Homeless Program. Community Programming provides prevention and intervention services to children and families in need.
Another important aspect is to help the community become aware of the variety of service agencies available at the local level and to link families with community services. Employees work closely with applicants to refer them to other agencies providing services, to link services when possible, and to form partnerships with the public and private sector.
Head Start/Early Head Start
What started out as a summer project that enrolled 185 children in 1965, EOAC Head Start has grown into a comprehensive child development program for three and four year old children. The program provides educational, social, nutritional, health and transportation services each year for over 900 children from income eligible families in McLennan and Falls Counties.

During the summer of 2002, EOAC implemented Early Head Start to help low income families, single women and pregnant teens obtain good prenatal care, learn about nutrition for their babies, and provide educational and social services for infants and toddlers birth to three years of age. EOAC Early Head Start receives funds to provide services for pregnant women and seventy infants and toddlers in McLennan and Falls Counties.
Both Head Start and Early Head Start is commited to serving low-income children, including infants, toddlers and children with disabilities.
Child Care Management Services
The Child Care Services provide subsidies to assist worling families and parents with job training in Bosque, Freestone, Limestone, Hill, Falls and McLennan Counties. Through a grant from the Heart of Texas Workforce Development Board, eligible families make informed choices for child care and receive assistance paying for the care on a sliding scale. Weatherization
The Weatherization Program provides assistance to low-income households by weatherizing their homes to promote energy conservation and to reduce the impact of high utility costs. Weatherizing includes caulking around windows, weather-stripping windows and doors, repairing broken windows, insulating attics, and skirting. Priority is given to the elderly, the disabled, and families with small children. The Weatherization Project is active in McLennan, Bosque, Freestone, Limestone, Hill and Falls Counties.
